BCUC Inquiry into BC Hydro’s Site C Dam

The government requested the BCUC conduct an inquiry into the Site C dam on August 2, 2017.

Terms of reference

The government asked the BCUC to consider whether to complete the Site C project as planned, suspend the project, or terminate the project and remediate the site.

The BCUC was also asked to assess whether the project was still on time and within the proposed budget of $8.335 billion, and to identify “commercially feasible generating projects” that could provide similar benefits.

Conclusions

The BCUC concluded that the Site C project would not remain on schedule for a November 2024 in-service date, and was not within the proposed budget of $8.335 billion. Rather, the costs “may be in excess of $10 billion.”

The BCUC also identified other sources of energy, such as wind and geothermal, that could provide similar benefits to Site C at equal or lower cost.
